Securing of semi-supply capacity as a reserve for large-scale disasters
The reserve power source system is a framework to maintain suspended power sources that are operatable within a certain period of time so that the necessary supply capacity is secured even in the case of an emergency. As a result of electricity supply-demand tightness in March 2022, discussions on such a system have been started as a countermeasure utilizing the suspended power sources in the case of supply-demand tightness. This system aims to prevent a shortage of supply capacity by operating the reserve power sources in suspension when additional supply capacity is required because of unexpected events in the capacity market, such as power failures caused by large-scale disasters or medium- to long-term increases in demand.
The reserve power source is maintained in suspension until its operation is decided. Under this system, the maintenance cost for suspension will be compensated. As such, the reserve power source itself will not become part of the supply capacity; however, it is recognized as part of the semi-supply capacity because it is included in the supply capacity when it is operated. We are the main entity to implement the process for the procurement of reserve power sources and will proceed with system design and business operation as well in cooperation with the government.
