Problems Occurred for Transition to STEP 2 of Electricity System Reform

     We would like to inform you the descriptions of problems occurred for transition to STEP 2
of Electric System Reform because the release timing for partial function of Cross-regional
Operation System, which the development had been delayed, became in sight.

1. Development Delay and Failure of Cross-regional Operation System
     Regarding the OCCTO’s system “Cross-regional Operation System” which started operation
in this April, (1) development delay of partial function, and (2) communication failure with JEPX
(already released on OCCTO website on March 29, and April 1) were occurred.
     As for (1), the functions will be operated gradually after April 28, and as for (2), 
the communication failure was already solved on April 1.

2. Problems for Transition to STEP 2 of Electricity System Reform
     Regarding the system “Imbalance Rate Adjustment” which adjusts the difference between the
plans by Retail Companies and Generation Companies and the actual sales/generation in
accordance with the contracts with General Transmission and Distribution Companies,
the adjustment operation is not proceeded smoothly.

     The above problems do not affect consumers; however, OCCTO’s measures such as publicity,
explanation, etc were not enough. We deeply apologize for causing the inconvenience. 
The purpose of Electric System Reform is to realize “Securing Stable Supply of Electricity”,
“Suppressing Electricity Rates to the Maximum Extent Possible”, and “Expanding Choices for
Consumers and Business Opportunities” by participating equally in the Reform and fulfilling
responsibilities of Generation, Transmission and Distribution, and Retail Companies.
     We will continue to make every effort to realize the Reform’s purpose by improving
this situation as soon as possible and contributing to smooth business activities of
Electric Power Companies.
