Instruction to Chubu Electric Power Company by the Organization

Organization for Cross-regional Coordination of Transmission Operators, JAPAN (hereinafter, the Organization) would like to inform you that the Organization gives instruction to Chubu Electric Power Company according to the provision of item7, paragraph 1 of Article 179 of Operational Rules on December 21.

2 Summary of the incident

Chubu Electric Power Company(hereinafter, the Company) has submitted Demand and its procurement plan and Generation and its sales plan of November 3, 2016 to the Organization with errors significantly deviated from proper values to be registered (hereinafter “improper submission”). The Organization has required the Company to report for this improper submission and reviewed the report. The Organization has judged it corresponding to “When it was found that electric power suppliers conduct improper activities in light of laws and the Articles of Organization or these Rules or the Network Codes” by the provision of item7, paragraph 1 of Article 179 of Operational Rules and gives instruction to the Company on December 21.

3 Contents of Instruction

(1) “Improper Submission” for this time has occurred due to human error with lack of check mechanism in system as well as organizational management. The Organization requires the Company to implement system improvement and management enhancement for sure and as for the measure not implemented yet, the Company shall report the result of the measure to the Organization after its completion.

(2) The Organization shall require the Company to implement comprehensive review on the whole business relative to submission of demand and its procurement plan or generation and its sales plan not to make similar error again, and report the result of the review to the Organization after its completion.
